Chaibasa, August 30, 2026: West Singhbhum Deputy Commissioner Manish Kumar has directed officials to provide vocational horticulture training to inmates of Mandal Kara, Chaibasa, under the third phase of Project Parivartan.
The direction was issued during a district-level review meeting held at the West Singhbhum Collectorate on Saturday. The meeting reviewed the functioning of the Legal Branch, prison security, disaster management and Social Welfare Department, with officials participating both physically and virtually.
The Deputy Commissioner directed departments to complete their assigned responsibilities effectively and within the prescribed timelines.
Inmates to be linked with skills and livelihood opportunities
During the review of prison security, the Deputy Commissioner examined reports concerning security arrangements at Mandal Kara, Chaibasa, the functioning and monitoring of CCTV cameras, and healthcare facilities available inside the jail.
He instructed officials to ensure compliance with security standards and provide necessary healthcare facilities to inmates.
Under the third phase of Project Parivartan, Kumar directed officials to arrange vocational horticulture training through RSETI for interested inmates.
Officials were asked to prepare a list of inmates willing to undergo the training and complete the necessary process at the earliest. The initiative is intended to develop practical skills among inmates and help create livelihood and self-employment opportunities after their training.
Legal cases and RTI applications reviewed
The Deputy Commissioner also reviewed the status of ongoing and pending legal matters before various courts.
The meeting examined cases related to the National Human Rights Commission as well as the progress in responding to applications received under the Right to Information Act.
Officials were directed to take necessary action within the stipulated time and give particular attention to the speedy disposal of pending matters.
Officials told to remain alert amid continuous rain
With continuous rainfall in the district, the Deputy Commissioner directed the Disaster Management Committee to maintain close monitoring of possible incidents and potential loss of life and property.
He instructed officials to regularly provide records of disaster-related incidents and damage to the district office so that affected families can receive compensation and other assistance according to applicable rules without delay.
Special monitoring was ordered at dams and reservoirs across the district. Officials were also directed to prepare a list of trained local swimmers who can be deployed as “Suraksha Mitra” (Safety Friends) when required.
The Deputy Commissioner stressed the need for advance preparedness, rapid information sharing and strengthened relief arrangements in vulnerable areas during the rainy season.
Focus on welfare schemes and transgender identification
The Social Welfare Department’s progress under the Savitribai Phule Kishori Samriddhi Yojana was also reviewed.
The Deputy Commissioner directed officials to ensure that all eligible girl students in the district receive the benefits of the scheme and that no eligible beneficiary is left out.
The meeting also reviewed progress on ID and Aadhaar creation for members of the transgender community. Officials were asked to assess the current status and ensure effective action to provide eligible individuals with the required documents and identity-related facilities.
Departments told to improve coordination
The Deputy Commissioner emphasised coordination among departments for effective implementation of government schemes and administrative responsibilities.
He said review meetings should not be limited to assessing progress but should also focus on resolving challenges and ensuring that government services and welfare benefits reach the public and eligible beneficiaries within the required timeframe.
