In his communication, Himanta Biswa Sarma expressed his appreciation for Hemant Soren’s insights regarding the social and economic status of tea workers, emphasizing the pride Assam holds in its diverse tea garden community.
Assam CM Himanta Sarma Acknowledges Hemant Soren’s Concerns
In his letter dated September 25, 2024, Himanta Biswa Sarma recognized Hemant Soren’s thoughtful perspective on the tea tribes of Assam, highlighting the importance of this community within the state’s cultural fabric. “I appreciate your thoughts expressed in your letter concerning the tea tribes’ situation in Assam,” Himanta Biswa Sarma stated. He acknowledged the longstanding presence of tea workers in Assam, many of whom hail from Jharkhand, West Bengal, Odisha and Chhattisgarh.
Himanta Biswa Sarma’s response comes in light of Hemant Soren’s earlier letter, wherein the Jharkhand CM raised issues related to the welfare of tea workers. This exchange underscores the collaborative spirit between the two states in addressing matters of mutual concern, particularly regarding the communities that contribute significantly to the region’s economy.
Efforts to Improve the Social and Economic Status of Tea Garden Workers

Establishment of a Dedicated Tea Tribe Welfare Department
A significant development highlighted in Himanta Biswa Sarma’s response was the establishment of a dedicated Tea Tribe Welfare Department in Assam. The budget for the department for the fiscal year 2024-25 is set at ₹454 crores, reflecting the state’s commitment to this community’s welfare.
Himanta Biswa Sarma mentioned that despite the private ownership of land in tea-growing regions, the Assam government is committed to improving the living standards of tea workers. He noted that an average of ₹700 crores is allocated annually to strengthen infrastructure in tea garden areas, which plays a crucial role in enhancing the overall quality of life for these communities.
The Tea Tribe Welfare Department will focus on various aspects, including employment opportunities, health services, education and cultural preservation. Himanta Biswa Sarma’s vision aims to create a sustainable environment for tea workers, ensuring they receive the support necessary for their development and integration into the broader economy.
