Ranchi:, September 07, 2026 The Jharkhand High Court will take up on September 28 a petition challenging the use of a normalisation formula in the Primary School Trained Assistant Teacher Joint Competitive Examination.
The matter came up before Justice Deepak Roshan on Monday, with the court hearing arguments from both the petitioners and the Jharkhand Staff Selection Commission (JSSC).
JSSC submitted its response to the court during the hearing. The commission had earlier been asked to respond on eight specific points concerning the matter.
Petitioners question legality of normalisation
The petitioners argued that the normalisation formula used by JSSC for preparing the examination results was not provided for in the applicable recruitment rules.
Their counsel submitted that the original recruitment rules did not contain any provision for normalisation and that the mechanism was introduced subsequently. On this basis, they have challenged the validity of applying the formula while preparing the examination results.
The petition has been filed by Girdhar Raut and others.
JSSC says advertisement mentioned normalisation
JSSC opposed the petitioners’ arguments, stating that the examination advertisement had clearly mentioned the provision relating to normalisation.
The commission also informed the High Court that the Supreme Court has directed that the recruitment process be completed expeditiously. JSSC therefore maintained that the recruitment process needs to move forward within the prescribed timeline.
After hearing both sides, the High Court fixed September 28 for the next hearing.
Advocates Amritansh Vats, Shubham Mishra and Shekhar Prasad Gupta appeared for the petitioners, while Sanjay Piperwal represented JSSC.
The court’s next hearing will determine the further course of proceedings on the challenge to the normalisation formula.
