Ranchi, September 2, 2026: The Jharkhand High Court has directed the Jharkhand Tourism Development Corporation (JTDC) to regularise the service of employee Rakesh Kumar with effect from February 20, 2001, along with the consequential financial and service benefits linked to that date.
The order was passed by a single bench of Justice Deepak Roshan while hearing Kumar’s petition concerning his long-pending claim for regularisation.
The court’s direction brings relief to Kumar, who has been working with the corporation for more than two decades.
Court notes continuous service since 1993
During the hearing, the court noted that Kumar had been providing uninterrupted service since 1993.
The case involved his claim that despite performing duties continuously for years against sanctioned work, his service had not been regularised.
The petitioner argued that denying regularisation and the associated statutory benefits after such a long period of service was unjust. Senior advocate Manoj Tandon appeared on Kumar’s behalf.
Service benefits to follow from effective date
With regularisation ordered from February 20, 2001, the court has also directed that the employee receive the consequential financial and service benefits applicable from the effective date.
The order provides a judicial resolution to Kumar’s long-standing service claim as he approaches retirement after decades of work with the corporation.

The ruling is also significant for other JTDC employees who have been working for extended periods on daily-wage or contractual arrangements.
