Ranchi, December 24, 2024: The Jharkhand government has escalated its efforts to address the alleged irregularities in the Combined Graduate Level (CGL) examination and the associated paper leak scandal. Taking the matter seriously, the government has handed over the investigation to the Criminal Investigation Department (CID). A Special Investigation Team (SIT) has been formed under the leadership of Inspector General (IG) Sudarshan Mandal to probe the case thoroughly.
CM Hemant Soren’s Directive
Chief Minister Hemant Soren has instructed Director General of Police (DGP) Anurag Gupta to ensure a comprehensive investigation into the matter. The CID will now take over the case initially registered at the Ratu Police Station on December 20. Any additional cases related to the scandal will also fall under the CID’s jurisdiction.
Genesis of the Case
The case came to light when Rajesh Prasad, a tutor from Hazaribagh, lodged a complaint at the Ratu Police Station regarding irregularities in the CGL examination conducted on November 21. Prasad’s student, Ramchandra Mandal, a resident of Mahtodih in Giridih, reported suspicious activities at the Baliyapur examination center.
According to Mandal, an unidentified individual was seen talking on a mobile phone and jotting down notes before the exam began. Mandal captured a photograph of the individual, who then attempted to flee by tearing the paper. Similar incidents were reported at Kumar B.Ed College in Dhanbad, Dumraon in Hazaribagh and Makhmandro center in Ratu.
Evidence Strengthens Allegations
Another candidate, Ashish, recorded a video of the suspicious activity. Upon comparing the content of the video with the actual examination paper, it was confirmed that the paper had been leaked. This revelation prompted the Jharkhand High Court to order an investigation, leading to the CID’s involvement.

DGP Anurag Gupta stated that the CID would take over the case registered at Ratu Police Station and extend its investigation to other related incidents. The SIT, led by IG Sudarshan Mandal, is expected to delve into all aspects of the case, ensuring a meticulous and unbiased investigation.
