Ranchi, November 22, 2024: The Jharkhand government has upheld the dismissal of Ashutosh Kumar, former executive magistrate and district welfare officer in Chatra, from Jharkhand Administrative Services. The decision follows an extensive investigation into allegations of financial irregularities involving over ₹6 crore. The Personnel Department issued the resolution following the Cabinet’s rejection of his appeal during a meeting on September 27.

Serious Allegations of Financial Mismanagement

The charges against Ashutosh Kumar date back to 2018, when an inquiry revealed several unauthorized financial transactions totaling ₹6.48 crore through 43 bank transfers. These irregularities were among eight major accusations documented against him, painting a concerning picture of administrative malpractice.

Alleged Misuse of Scholarship Funds

One of the most severe allegations involves the misappropriation of funds intended for scholarships. Ashutosh Kumar allegedly transferred these funds to the bank accounts of relatives of a Nazir, a subordinate administrative official. This misuse of government funds raised significant concerns about corruption and a breach of public trust.

Negligence in Reporting Fire Incident

Ashutosh Kumar faced accusations of failing to report a fire incident that occurred on November 2, 2017. The fire destroyed cash registers and checkbooks, crucial documents for financial accountability. Despite this, Kumar neither informed his superiors nor took corrective action. Furthermore, he created a new cash register while recording transactions from only three out of twelve existing bank accounts.

Irregular Advances to Retired Officials

Another notable allegation involved granting an advance of ₹98 lakh to Mithilesh Mishra, a retired block welfare officer of Chatra. This payment was made despite Mishra already being under scrutiny for a pending adjustment of ₹1.33 crore. This action highlighted gross negligence in managing government resources.

Disciplinary Action and Appeal Rejection

In light of these findings, Ashutosh Kumar was suspended and a First Information Report (FIR) was filed against him. Following a thorough investigation, he was dismissed from service as punishment. Kumar later filed an appeal against this decision, but the Jharkhand Cabinet rejected it, affirming the Personnel Department’s recommendation.
