Ranchi, December 22, 2024: The Jharkhand School Education and Literacy Department is preparing to revise the teacher transfer policy once again. This comes after a significant amendment in 2022, which initiated the transfer process within home districts. The upcoming changes aim to address inter-district transfers and improve the overall process, ensuring fairness and transparency.

Proposed Changes for Inter-District Transfers

The current guidelines for inter-district transfers include factors such as zone placement, age, and priority-based scoring. Teachers suffering from critical illnesses are already eligible for inter-district transfers. The proposed amendments aim to extend this provision to the family members of teachers who may require relocation due to health concerns. These changes will be implemented based on the recommendations of a committee formed to review the policy.

Revised Priorities for Women Teachers

Special consideration is being given to the transfer policies for women teachers. The existing priorities are under review to make the process more accommodating to their needs. The goal is to simplify and streamline transfers for women, ensuring a more transparent and efficient system.

Zone Classifications and Proposed Modifications

Jharkhand’s teacher transfer system is divided into three zones, each with distinct characteristics:

  • Zone 1: Includes schools located in municipal corporations, notified areas, and urban regions governed by the Urban Development and Housing Department.
  • Zone 2: Covers schools in panchayat areas near subdivision and block headquarters.
  • Zone 3: Encompasses schools situated within a five-kilometer radius of subdivision and block panchayats.

The transfer priorities under these zones are also being re-evaluated to make the process more equitable and practical for teachers across the state.

Accelerated Amendments Underway

The School Education and Literacy Department has expedited the revision process by forming a dedicated committee. This committee will not only recommend changes to the existing policy but also address the challenges faced by teachers.
