Ranchi/Dhanbad, September 25, 2025: The controversy surrounding the caste certificate of Rajganj Police Station in-charge Alisha Kumari has reached the Jharkhand High Court. A fresh petition has been filed by Ramchandra Mahto, a resident of Jamtara, demanding her removal from service and dismissal on the grounds of allegedly availing benefits of reservation through a false caste certificate.

Petition Filed in Jharkhand High Court Against Alisha Kumari

The petition requests the High Court to direct authorities to remove Sub-Inspector Alisha Kumari from her current post and terminate her services. According to the petitioner, she has been serving despite her caste certificate being invalidated earlier by the Department of Scheduled Tribes, Scheduled Castes, Minorities and Backward Class Welfare.

Department Cancels Caste Certificate of Alisha Kumari

The Welfare Department had earlier canceled Alisha Kumari’s backward class caste certificate after an inquiry revealed inconsistencies in her family records. Investigations found that her father, Bhubneshwar Prasad Agrawal, had purchased land in Dumri, Jamtara, more than a decade ago and built a house there. However, the family’s original residence was traced to Nawada district in Bihar, raising questions over her eligibility for caste-based reservation in Jharkhand.

The inquiry further revealed discrepancies in her genealogy. While in the official land records her grandfather was mentioned as Late Raghuvir Prasad Agrawal, the self-declared genealogy submitted for the caste certificate listed Nandkishore Bhagat as the father of Bhubneshwar Prasad Agrawal, creating contradictions that led to the cancellation of the certificate.

High Court Stay and Fresh Petition

lthough the Jharkhand High Court had earlier granted a stay order in the matter, the newly filed petition could increase legal challenges for Alisha Kumari. The petitioner has urged strict action, claiming misuse of reservation policy.

Background of Alisha Kumari

Alisha Kumari, a 2018-batch Sub-Inspector, is currently posted as the officer-in-charge of Rajganj Police Station in Dhanbad district. Despite the caste certificate controversy, she continues to serve in her official capacity.
