BJP Alleges Massive Corruption in State Health Department’s E-Tender for Staff Recruitment

Ranchi, October 8 (J.H.): BJP state spokesperson Pratul Shah Deo has accused the Hemant Soren government (Part-2) of continuing a series of tender scams and corruption in the health department. Addressing a press conference at the BJP office in Harmu, Ranchi, he claimed that a recently floated e-tender (No. 4374 dated September 20, 2025) for hiring nursing, paramedical, and technical staff is a ₹50 crore scam designed to benefit a blacklisted company from Bihar.

E-Tender 4374: Alleged Design to Exclude Jharkhand Companies

According to Pratul, the Civil Surgeon cum Chief Medical Officer (CMO), Ranchi, issued the tender under conditions that effectively bar local Jharkhand firms from participating. He pointed out that the eligibility criteria have been raised nearly fivefold over a similar 2022 tender:

• EMD / security deposit raised from ₹4 lakh to ₹15 lakh
• Single work order value increased from ₹3 crore to ₹15 crore
• Requirement of staff (ECR copy) boosted from 300 to 1,500
• Average turnover requirement over three years escalated from ₹5 crore to ₹25 crore

Pratul further accused the government of seeking to award the contract to a blacklisted Bihar-based company, despite its barred status at a reputed Jharkhand university, by allowing it to submit a mere undertaking in place of disqualification.

Political Clash and Call for ACB Probe

Pratul Shah Deo claimed the tender is a calculated attempt to circumvent local competition: “Jharkhand-based companies will not be able to participate. The entire structure benefits one controversial Bihar company, which will quote inflated rates and share commission across the chain.” The BJP spokesperson asserted that the matter will be brought before the Anti-Corruption Bureau (ACB) for a full probe.

The allegations gain resonance against recent reporting that the BJP has repeatedly accused the Hemant Soren government of unchecked tender irregularities in the health department.
