BJP Leader Babulal Marandi Criticizes Jharkhand Government on Land Mutation Issues

Ranchi, October 5, 2025: Jharkhand BJP state president and Leader of Opposition Babulal Marandi has strongly criticized the Hemant Soren–led government over the rising number of pending land mutation (dakhil kharij) cases in the state.

Babulal Marandi Raises Concern on Jharkhand Land Mutation Process

In a post shared on social media platform X on Sunday, Marandi pointed out that the state government has recently transferred the Jharbhoomi portal data to the State Data Centre, but citizens are still facing long delays. He said that even opening an application takes 15–20 minutes, calling it a “new trick by government officials.”

18,000 Land Mutation Cases Pending in Ranchi District

Highlighting the scale of the issue, Marandi claimed that in Ranchi district alone, nearly 18,000 mutation cases are pending. He alleged that the delays are not due to slow internet connectivity but because Circle Officers (COs) demand heavy bribes or a share of land to process applications.

Allegations Against Hemant Soren Government

Marandi accused the Hemant Soren government of harassing the public by allowing such practices to continue. He suggested that instead of forcing people to struggle in government offices, the state should bring in a new law where ancestral property division is carried out not only among legal heirs (gotia) but also among the Chief Minister and Circle Officers.

According to him, this would legalize the flow of black money reaching the Chief Minister’s office and simultaneously spare poor citizens from repeatedly visiting revenue offices for land mutation approval.
