Ranchi, December 09, 2024: The Jharkhand government has taken a significant step toward improving higher education by simplifying the process of establishing private universities. Under the newly notified Private Universities Act, prospective institutions can now navigate a streamlined framework that emphasizes accessibility, compliance, and quality.

Land Requirements for Establishing Private Universities

To ensure adequate infrastructure and academic facilities, the act specifies distinct land requirements based on the university’s location:

  • Urban Areas: A minimum of five acres of land is required within municipal corporation limits.
  • Rural Areas: Institutions outside municipal boundaries must acquire at least 15 acres of land.

The land must be designated solely for the university’s use and cannot be mortgaged or used as collateral for non-educational purposes. Additionally, the land lease or possession must be valid for a minimum of 30 years.

Financial Provisions and Fund Allocation

Private universities must demonstrate financial stability through mandatory fund deposits:

  • Urban-based universities need a reserve of ₹10 crores.
  • For rural campuses, a reserve of ₹7 crores is required.

These funds must be exclusively allocated to support academic activities, infrastructure development and student welfare.

Infrastructure Standards

To foster a conducive academic environment, the act mandates specific infrastructure benchmarks:

  • A minimum constructed area of 12,000 square meters to accommodate essential facilities like:
  • Libraries
  • Lecture Halls
  • Auditoriums
  • Student Resource Centers
  • Sports Facilities
  • Laboratories

Universities must comply with the regulations laid down by the University Grants Commission (UGC), ensuring alignment with national standards for higher education.

Academic and Administrative Governance

The act underscores the importance of robust governance in private universities. Key provisions include:

  • Appointment of vice-chancellors, registrars, and faculty members as per UGC norms.
  • Submission of a detailed academic and research plan emphasizing innovation and excellence.
  • Regular audits to ensure adherence to academic and administrative benchmarks.

Inclusion and Social Responsibility

Private universities are expected to contribute to societal development by offering financial aid or tuition waivers to economically or socially disadvantaged groups, including:

  • Scheduled Castes (SC)
  • Scheduled Tribes (ST)
  • Other Backward Classes (OBC)
  • Students with disabilities

These initiatives aim to promote inclusivity and equity in higher education, ensuring that marginalized communities have access to quality learning opportunities.

Alignment with State Policies

Private universities must align their operations with Jharkhand’s broader development policies, such as:

  • Industrial and Investment Promotion Policy
  • Startup Policy
  • Energy Policy
  • Health Policy
  • Mining Policy

By doing so, these institutions are expected to contribute to the state’s socioeconomic growth while fostering innovation and entrepreneurship.

Regulatory Oversight and Monitoring

To maintain quality and compliance, a dedicated Higher Education Department Committee will oversee private universities. This committee will evaluate proposals, conduct inspections and ensure adherence to the act’s provisions.

The act encourages private universities to prioritize innovation and research. Institutions must outline a strategic roadmap for academic and research excellence, focusing on emerging fields and global trends.
